The October 2010 Shaping Black Culture Conference is an outgrowth of efforts to build a forum for dialogue and a strong coalition of organizations in Los Angeles. The beginning of "Shaping Breitling Bentley Midsize QUARTZ Chronograph BT-160 Culture" started with the premise of establishing Los Angeles as an international player in building cultural alliances through out the Diaspora of Africa. The "Shaping Black Culture" initiative was started by Ernest Dilihay of the City of Los Angeles Department of Cultural Affairs and has become an umbrella for many of the southland and world-wide organizations involved in bridging economic and cultural ties with Africa.

The Month of October has been deemed "African Diaspora Month" and will support the 6th region of Africa as recently defined by the African Union. Activities scheduled include a variety Breitling Bentley Midsize QUARTZ Chronograph BT-160 panels organized to discuss many of the issues confronting building strategic relations with the continent of Africa., and will culminate in the 1st Annual Pan-African Trade Conference produced by the African Marketplace & Cultural Faire, The AfricaUSA International Chamber of Commerce and Industry, in association with the Office of California State Senator Curren Price, and California State University at Dominguez Hills.

The Department of Cultural Affairs both generates and supports high quality arts and cultural experiences for Los Angeles residents and visitors. DCA advances the social and Breitling Bentley Quartz Chrono BT-181 impact of the arts and assures access to arts and cultural experiences through grant making, marketing, public and community arts programming, arts education, and creating partnerships with artists and arts and cultural organizations in every community in the City of Los Angeles.

DCA grants $3.2 million annually to over 280 artists and non-profit arts organizations and awards the Artist-in-Residence (A.I.R.) and City of Los Angeles (C.O.L.A.) The Department provides arts and cultural programming in its numerous Neighborhood Arts and Cultural Centers, theaters, and historic sites, and manages several arts and education programs for young people. It directs public art projects and manages the City's Arts Development Fee and Percent for Arts Programs, and the Art Collection and Muíais Programs.
